Energy Conservation Loan Program
The Energy Conservation Loan Program (ECL) and the Multifamily Energy Conservation
Loan Program (MEL) provide financing at below market rates to single family
and multi-family residential property owners for the purchase and installation
of cost-saving energy conservation improvements. The program is administered
by the Connecticut Housing Investment Fund, Inc. (CHIF) with funding from
the Connecticut Department of Economic and Community Development (DECD).
Loan Amount and Term
Single family (1-4 units) homeowners may borrow up to $25,000 and multi-family
property owners may borrow up to $2,000 per unit (a maximum of $60,000 per
building) for a period of 10 years for eligible improvements.

The following are some of the improvements eligible under the ECL/MEL programs:
- Automatic Set-Back thermostats
- Siding
- Caulking and Weatherstripping
- Insulation
- Heat Pumps
- Replacement Heating Systems
- Replacement Roofs
- Replacement Windows
- Solar Systems and Passive Solar Additions

Home Energy Solutions Program
This comprehensive program may offer a full range of energy efficiency measures to address inefficient lighting, water heating, inefficient heating equipment, refrigeration and insufficient insulation. This program, funded by the Connecticut Energy Efficiency Fund, is free to all customers who heat their homes with electricity or natural gas. For customers who heat their homes with oil, propane or kerosene there is a $300 co-pay for this service.

People's/CHIF Home Improvement Loan Program
Homeowners who want to repair and/or renovate their homes can obtain financing
through the People's Bank CHIF Home Improvement Loan Program. This program
features a streamlined application process, a nominal application fee, and
does not require an appraisal.
Loan Amount and Term
Eligible owners may borrow up to $10,000 at a fixed rate of 7.99% for a
term of ten years.

Following are some of the improvements eligible under the People's CHIF
Home Improvement Loan Program:
- Additions to the structure, finished attics, repair of termite damage
- Remodeled kitchens and bathrooms
- Elimination of health and safety hazards
- New exterior siding and exterior painting
- Roofing, gutters and downspouts
- Reconditioning or replacement of plumbing, air conditioning, and electrical
systems
- Flooring, tiling and carpeting
- Energy conservation improvements
- Improvements for accessibility to the handicapped

First-Time Homebuyer Program
The First-Time Homebuyer Program provides financing at low interest rates to first-time homebuyers purchasing their primary residence in the State of Connecticut. Both first mortgages and down payment assistance loans are available to those who qualify.
Eligibility
We define a first-time homebuyer as someone who has not owned a home in the past three (3) years. If you have owned a home within this time frame, you may still qualify to buy a home in certain towns.
Our programs are designed to help families with specific incomes. Your income must be within the program limits to qualify for these loans. Please contact CHIF to determine your eligibility for our programs. You will need to know the town(s) you wish to live in, as well as the number of people who will live in your home. Limits for both income and sales price are set on a town-by-town basis. These limits are subject to change.

The CHIF/USDA
Rural Services Homeownership Program
Families interested in buying their first home may qualify for a special
first-time home buyer mortgage offered by the U.S. Department of Agriculture
(USDA). CHIF provides a first mortgage for 30 years, and the USDA provides
a second mortgage for the balance. The current interest rate for the first
mortgage can be found on CHFA's
website. The purpose of this homeowner program is to provide decent
living quarters for rural Americans of very low to moderate income. USDA
and CHIF have made 27 mortgages to first-time homebuyers throughout rural

Wooden Window Repair or Replacement Program
The Wooden Window Repair or Replacement Program (“Window Program”) provides grants to owners of 2-to-6 unit apartment buildings constructed on or before 1950 located in Waterbury and New Britain to repair or replace wooden windows in rental units. The program is administered by the Connecticut Housing Investment Fund, Inc. (CHIF) with funding from the Connecticut Department of Economic and Community Development (DECD).
Eligibility
Apartment owners who own buildings constructed on or before 1950, and who provide matching funds equal to or greater than the grant amount are eligible to apply for a grant. Properties must be located in either Waterbury or New Britain.
Grant Amount
Eligible owners receive a grant of up to $100 to repair or replace apartment windows. Owners must provide documentation that they are providing funds equal to or greater than the award amount. These additional funds may be provided through a grant from another program, private funds or another loan source.
Matching Funds
Recipients must provide a financial “match” equal to or exceeding the amount of the grant requested. Sources may include one of the following:
- State Energy Conservation Loan (ECL) and Multifamily Energy Conservation Loan (MEL) Programs, also administered by CHIF
- City of Waterbury HOME or CDBG Programs
- City of New Britain Rehabilitation Program
- Access Agency Lead Elimination Action Program (LEAP)
- Lead Action for Medicaid Primary Prevention (LAMPP) Project
- Private sources
