The CHIF/USDA Rural Services Homeownership Program
Families interested in buying their first home may qualify for a special first-time home buyer mortgage offered by the U.S. Department of Agriculture (USDA). CHIF provides a first mortgage for 30 years, and the USDA provides a second mortgage for the balance. The current interest rate for the first mortgage can be found on CHFA's website. The purpose of this homeowner program is to provide decent living quarters for rural Americans of very low to moderate income. USDA and CHIF have made 27 mortgages to first-time homebuyers throughout rural Connecticut.
