CHIF provided predevelopment and Interim bridge loans to WHA Development Corporation, a development company established by the Winchester Housing Authority. Adopt-A-House is a nonprofit affiliate of the Housing Development Fund. It provides technical assistance to developers of low and moderate income housing, and administers a predevelopment loan fund for affordable housing development. Adopt-A-House, Inc. is a provider of one-to-one home ownership counseling and downpayment assistance loans to low and moderate income home buyers.

Community Renewal Team (CRT) - The Community Renewal Team Inc. is an anti-poverty agency serving people and families throughout the Connecticut River Valley. Head Start, Meals on Wheels, alternatives to incarceration, supportive housing and shelter, home solutions, and many other CRT programs give people the skills and the resources to become self-sufficient and to thrive.

Connecticut CDFI Alliance, Inc. – a partnership of Community Development Financial Institutions (CDFIs) established to provide financing to promote and facilitate the rehabilitation and new construction of housing for low- and moderate-income people in their market areas throughout Connecticut. The Alliance provides below market rate loans, grants, financial technical assistance, and coordination with other financing sources to qualified nonprofit and private developers of affordable housing. Connecticut Department of Economic and Community Development (DECD) - a state agency responsible for promoting economic growth. CHIF administers the Energy Conservation Loan Program for DECD (click here for Energy Conservation Loan Program). The DECD website offers information about other housing programs including the Affordable Housing Program, Community Housing Development Corporations Program, housing for elderly, congregate housing, hazardous material abatement, etc.

Connecticut Fair Housing Center, Inc. – The Fair Housing Center is a statewide, non-profit organization providing fair housing services including education and training about housing discrimination; investigation, testing, direct advocacy and representation; attorney referrrals for victims of housing discrimination; and, research and technical assistance on fair housing related issues.

Connecticut Housing Finance Authority (CHFA) – This agency was created to help alleviate the shortage of housing for low- and moderate-income families and persons in Connecticut. CHFA offers programs for homebuyers, as well as Multifamily, elderly and tax credit programs.

Connecticut Light & Power Services for Special Needs Customers – These services are designed to help CL&P customers who face special challenges, such as very limited incomes, language barriers, and/or physical disabilities to maintain access to electric service, conserve energy, and pay their bills.

Corporation for Independent Living (CIL) – A nonprofit housing development corporation that finances and builds affordable, safe and barrier-free housing for individuals so that they may live as independently as possible in single-family settings.

CT FAMILIES Program The Connecticut Fair Alternative Mortgage Lending Initiative and Education Services (CT FAMILIES) Program is a refinance mortgage assistance program that was established by the Connecticut Housing Finance Authority (CHFA) for low-to-moderate income first-time homebuyers with Adjustable Rate Mortgages (ARM's).

Fannie Mae Foundation
- A private, nonprofit organization devoted to affordable housing and the revitalization of communities. Provides free, step-by-step home-buying information to people to help them achieve the American dream of homeownership. In 2002, the Foundation awarded $38 million in grants to more than 1,000 nonprofit organizations across the country. In addition, the Foundation has provided nearly $27 million in loans through the Community and Neighborhood Development Fund (CNDF).

Lyceum Resource and Conference Center – The Lyceum is devoted to activities that contribute to solutions to homelessness, the creation of affordable housing and building strong, health and economically vital communities. The Lyceum website lists area conferences and events related to this mission.

Melville Charitable Trust – The Melville Trust works to end homelessness and concentrates its funding on solving the causes of homelessness. The Trust supports service and housing programs in Connecticut that can serve as models throughout the country. National Low Income Housing Coalition (NLIHC) - NLIHC is dedicated solely to ending America's affordable housing crisis. NLIHC's policy advocacy work is focused on improving the general public's knowledge and support of low income housing issues and policy, making low income housing a priority on the federal political agenda, decreasing the loss of federally assisted housing, increasing federal investment in low income housing and engaging low income people in self advocacy on housing issues.

Partnership for Strong Communities – a collaborative advocacy initiative dedicated to ending homelessness and investing in affordable housing; works to promote state investment that helps revitalize housing, closes the gap between household income and housing costs, and provides the support services necessary for those with chronic illnesses to live independently in decent housing. The website includes information and updates about the "Reaching Home" campaign. The goal of the campaign to end long-term homelessness in Connecticut is to create 10,000 units of supportive housing in Connecticut in 10 years.

USDA Rural Development – Rural Development is committed to helping improve the economy and quality of life in all of rural America. Housing programs are available to provide financing at reasonable rates and terms in order to make it possible for low- and very low-income households to obtain homeownership.

US Department of Housing and Urban Development - The HUD USER site contains information about housing and community development policy initiatives and research. HUD USER provides a comprehensive bibliographic database, publications, newsletters, and data sets, such as HUD median family income limits, qualified census tracts, low-income housing tax credits, fair market rents, and portions of the American Housing Survey. News about ongoing research, a calendar of upcoming events, and links to other resources are also available.

Weatherization Program (WRAP) – WRAP is a partnership among CL&P, Connecticut Natural Gas, Yankee Gas Services, the state of Connecticut and local Community Action Agencies to help low-income customers (renters or owners) with conservation services that safely lower electric use, reduce a homes heat loss in winter and heat gain in summer, conserve hot water and provide energy-efficient lighting.

Winchester Housing Authority – The Housing Authority of the Town of Winchester provides housing for low-income, elderly, handicapped or disabled tenants to fulfill its mission to provide, without any type of discrimination, decent, safe, affordable housing and a suitable living environment.
